مدیریت بحران و پدافند غیرعامل

پدافند غیر عامل با توجه به اصول حاکم در مدیریت بحران مجموعه از تمهیدات، اقدامات و طرح هایی است که با استفاده از ابزار و شرایط، حتی المقدور بدون نیاز به نیروی انسانی و به صورت خود اتکا، از یک سو توان دفاعی مجموعه را در زمان بحران افزایش داده و از سوی دیگر پیامدهای بحران را کاهش و امکان باز سازی مناطق آسیب دیده را با کمترین هزینه فراهم می سازد.
طرح های پدافند غیر عامل قبل از انجام مراحل تهاجم و در زمان صلح تهیه و اجرا می گردند
این قبیل تمهیدات و ملاحظات پدافند غیرعامل علاوه بر کاهش شدید هزینه ها، کارآیی دفاعی طرحها، اهداف و پروژه ها را در زمان تهاجم دشمن بسیار افزایش خواهد داد.
